Voter Registration Files
In the states that release it, a voter file is a current, dated, verified address for a named adult. In the states that don’t, it’s nothing at all.
What a voter record typically contains
- Full name
- Residential address, and mailing address where different
- Party affiliation, in states that register by party
- Registration date
- Voting history — which elections, not how they voted
- Year or full date of birth, depending on the state
Driver license numbers, Social Security digits and signatures are redacted essentially everywhere.
The access spread

Where it’s restricted, the restriction is usually on the purpose, not the requester. Buying a voter file for a commercial or investigative purpose in a state that limits it to election-related use is a violation, sometimes a criminal one. Read the certification you sign.
Check the state first, not the vendor
Commercial data brokers resell voter files, including files from states where the original restriction prohibited that resale.
Buying it downstream doesn’t cure a purpose restriction upstream. Check what the state actually permits before you rely on the data or cite it.
Ask the county or town, not just the state
The statewide file usually costs money and arrives as a bulk export. A single lookup at the county board of elections or town registrar is often free and faster if you only need one person.
Use registration date as the anchor
A registration or last-updated date is what makes the address useful. An undated address is a guess.
Somebody who registered at an address four months ago is almost certainly there.
Read the voting history as an activity signal
Not for politics — for confirmation. Someone who voted in the last two elections at that address was physically present in that precinct on those dates.
A registration that has gone inactive usually means mail came back undeliverable, which is itself a dated indication they moved.
Search the household
Where the file allows an address search, run the address rather than the name. That returns every registered adult at that address, which gives you relatives, a spouse, and adult children.
Massachusetts has something better
Massachusetts is the only state requiring every city and town to conduct an annual municipal census. The resulting annual street list covers every resident aged 17 and over — not just registered voters — organized by street, with name, address and date of birth, updated every January.
The clerk must provide a copy for roughly $15 to $25. It works in both directions: name to address, or address to every adult in the household.

Protected registrants. Every state that releases voter data allows some people to suppress their address — victims of domestic violence, law enforcement, judges, and participants in address confidentiality programs. Absence from the file does not mean absence from the state.
